NZ Transport Agency's assumptions on the price of oil when planning Kapiti Expressway

I have finally found the assumption after much trying. I had asked a senior Opus consultant at the Otaki Library, the Associate Minister of Finance, Nathan Guy, the Chairman of the NZTA at the public meeting at Te Horo but couldn't get an answer. But I had also emailed the Kapiti expressway's contact on NZTA's website to ask what the assumptions were on the price of oil and received the following response:

Hip-bones and knit-bone

After one hip replacement in June last year and another at the beginning of this month, I am hoping for a gardening renaissance as soon as I am allowed to bend. Meantime, Bernadine, also of TT Otaki, is giving me a wonderful helping hand. I am so keen to get more of the garden planted in umbelliferae and other wonderful helpful predator-hosting, bee friendly plants, and really seriously try to manage the nasties which flourish in such abundance in the benign Otaki climate.
